{"id":37149,"date":"2025-09-18T12:03:31","date_gmt":"2025-09-18T08:33:31","guid":{"rendered":"https:\/\/rukhshana.com\/en\/?p=37149"},"modified":"2025-09-23T12:50:08","modified_gmt":"2025-09-23T09:20:08","slug":"afghan-women-protest-removal-of-photos-from-national-id-cards","status":"publish","type":"post","link":"https:\/\/rukhshana.com\/en\/afghan-women-protest-removal-of-photos-from-national-id-cards\/","title":{"rendered":"Afghan Women Protest Removal of Photos from National ID Cards"},"content":{"rendered":"\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>By Azada Taran<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A move by the Taliban to remove women\u2019s images from national identity cards on request has sparked protests from human rights defenders, who say it is the latest attempt to erase women from public life in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesman for the Taliban-controlled National Statistics and Information Authority said the group\u2019s supreme leader had personally taken the decision to allow the removal of women\u2019s photos from the cards on the advice of the Dar al-Ifta, or religious council.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taliban have said women will be able to choose whether to have their images on the card. But many women\u2019s rights defenders worry that the choice could be taken out of their hands given the gender imbalance in Afghan society, which the Taliban has gone to some lengths to reinforce since they retook power four years ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A social media campaign to protest the move has launched under the slogan, \u201cMy Photo, My Identity\u201d, with critics accusing the Taliban of seeking to deprive women of their citizenship rights.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen the Taliban strip women of this right, in fact, they aim to exclude women from social participation, access to services, even property rights and the right to travel,\u201d women\u2019s rights activist Zahra Mousawi told Rukhshana Media.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese policies are deliberately designed to restrict women further and erase them from the public sphere.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mousawi said Afghan women had fought for years to have their identity recognised, and urged human rights institutions to put pressure on the Taliban to restore this and other rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another activist, Hamia Naderi, expressed fears that the removal of their photos would reinforce an impression of women as being dependent on male family members, rather than autonomous adults.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already, Afghan women have to be accompanied by a male relative to leave their homes under new laws brought in since the Taliban took back power in 2021. Women and girls are barred from secondary and further education, and cannot work outside the home except in a very small number of jobs. Even their dress is closely policed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naderi said the latest move could facilitate identity fraud, human trafficking, and even forced marriages. \u201cRemoving women\u2019s photos from ID cards is one of the clearest forms of the Taliban\u2019s gender apartheid. It systematically deprives women of independent citizenship and renders them faceless and invisible,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith the removal of women\u2019s identity, they are no longer seen as individuals but only as dependents of male family members.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mohammad Halim Rafi, spokesman for Afghanistan\u2019s Taliban-controlled National Statistics and Information Authority, said worries that male relatives could exploit the new rule were \u201cnot&nbsp; our concern,\u201d adding, \u201cthat is why it was made optional\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new rules, including women\u2019s photos in ID cards was deemed \u201cpermissible in cases of extreme necessity, and optional, &#8221; he said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National identity cards are crucial for many aspects of daily life in Afghanistan, but women have long been deprived of them. Even before the Taliban\u2019s return, <a href=\"https:\/\/blogs.worldbank.org\/en\/endpovertyinsouthasia\/womens-access-identification-cards-can-accelerate-development-afghanistan#:~:text=The%20gender%20gap%20in%20ID,photos%20could%20not%20obtain%20IDs.\">more than 50% had no card, compared with only 6% of men<\/a>, with implications for everything from voting to opening a bank account \u2013 key to achieving financial independence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legal expert Hasan Payam said erasing women\u2019s photos from identity cards would \u201ccreate a gender gap that amounts to gender discrimination\u201d by placing even more control over women\u2019s lives into the hands of men.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move follows a statement by U.N. Women last month that condemned the increasing curtailment of Afghan women\u2019s rights and said that with each new restriction imposed on them, Afghan women were \u201cbeing pushed further out of public life \u2013 and closer to being erased from it altogether\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis time we are being erased not from streets and alleys, but from our own ID cards,\u201d wrote Rana Shojai, one of many who took to social media to voice their outrage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe women who are mothers, sisters, daughters, and wives in this land now mean nothing to the Taliban\u2014not even worth a single photo.
