Five years ago, Laila lost her soldier husband to the war in Afghanistan. Laila with three children to bring up alone, she found work cooking and cleaning \u2013 until that, too, was taken away when the Taliban came to power. Desperate, she went to those in authority to seek their help feeding her family.<\/p>\n\n\n\n

Before she could access aid, Laila needed to fill out a form and get it stamped by the imam of her local mosque or her local Wakil Guzar<\/em>, a community leader who acts as a mediator between the government and the public. But when she approached the Wakil Guzar<\/em> seeking help, she was told he would only give it in exchange for sex.<\/p>\n\n\n\n

\u201cHe always liked to talk to the women in private,\u201d says Laila, whose real name we are concealing for her safety. \u201cThe day that I went to see him, he was alone. He moved close to me and tried to touch me. I was so terrified that I don\u2019t even remember how I got out of his office. Afterwards, I swore to myself I would never go near that filthy man again, even if we die of hunger.\u201d<\/p>\n\n\n\n

Even recalling the moment is visibly difficult for Laila. She speaks softly, as if not wanting anyone else to hear, her hands busy stitching beads onto fabric.<\/p>\n\n\n\n

\u201cI told him I\u2019m a widow and my children are dying of hunger and pleaded with him to help me for God\u2019s sake,\u201d she says. \u201cHe said if I invited him into my home for the night, he\u2019d get me not one but two aid cards.\u201d<\/p>\n\n\n\n

After fleeing the advances of the community leader, she turned to the imam at her local mosque. But the same thing happened.<\/p>\n\n\n\n

\u201cThe first time I went to the mullah and explained my problem, he promised to help. But the next time I went, he asked me to become his temporary wife, saying that in return he would provide me with whatever I wanted,\u201d\u201d she says, using a local term that refers to a relationship between a man and unmarried woman that is sometimes used to indicate prostitution.<\/p>\n\n\n\n

Laila, 29, is not the only one to have experienced sexual harassment at the hands of the community leader in this poor neighbourhood of western Kabul. Rukhshana Media also heard from others, and is not disclosing the exact location, both for their safety and because we have been unable to obtain a response to the allegations.<\/p>\n\n\n\n

According to the United Nations, 22.9 million people in Afghanistan require humanitarian assistance<\/a> this year. Two-thirds of households headed by women cannot afford basic nutrition, according to the UN World Food Programme<\/a>, which has had to scale back its assistance programme in the country due to a lack of funding.<\/p>\n\n\n\n

Under the current system, Afghans who need food aid must first have their applications verified by the Wakil Guzar<\/em> or mosque imam. But the Taliban usually chooses a representative of Pashtun ethnic group, the largest in the country.<\/p>\n\n\n\n

In a neighbourhood like Laila\u2019s, which is predominantly Hazara \u2013 an ethnic minority that has historically been marginalised and oppressed under the Taliban – that can create tensions.<\/p>\n\n\n\n

Rukhshana Media spoke to others who have had similar experiences in the same neighbourhood, and is not identifying any of them by their real names. While concerns about Taliban interference and corruption in the distribution of aid have been well publicised<\/a>, these are the first substantive allegations of sexual exploitation for food aid.<\/p>\n\n\n\n

Soghra is a 47-year-old mother of five who went to see the Wakil Guzar<\/em> more than once seeking aid after her husband was killed in a bomb attack in Kabul.<\/p>\n\n\n\n

\u201cEvery time I went, instead of talking about the paperwork, he would joke around,\u201d she says. \u201cOnce he said, \u2018Make yourself look nice first, then come for the signature.\u2019 Another time he said, \u2018Why don\u2019t you remarry? Shall I find you a husband?\u2019 He made totally inappropriate jokes that made you want the ground to swallow you out of shame.\u201d<\/p>\n\n\n\n

As Soghra speaks, her face flushes red with embarrassment. She chooses her words carefully and continues: \u201cI told one of the elders and the mosque mullah about his bad behaviour, but I ended up being blamed. They said, \u2018It takes two hands to clap. If a woman isn\u2019t bad, no one behaves badly towards her.\u2019\u201d<\/p>\n\n\n\n

Marzia also shares her story. She is 39, and has a disabled husband \u2013 for the past five years, he\u2019s used a wheelchair. Before the Taliban\u2019s return, she worked as a cook for a non-governmental organisation. Now she is unemployed. She says that when she went to the Wakil Guzar<\/em> \u2019s office to seek help, she was met with the same harassing behaviour that Laila and Soghra endured.<\/p>\n\n\n\n

\u201cHe was extremely lecherous, and I tried not to go to his office alone,\u201d she says. Even when I did go, he would stare me up and down, and his eyes were fixed only on the private parts of my body. He would call me at all hours, to the point that my husband became suspicious, and I had no choice but to block his number.\u201d<\/p>\n\n\n\n

After she did so, Marzia says, she lost her food aid card. \u201cWhen I went to ask why he\u2019d done that, he said, \u2018You acted coy with me and didn\u2019t answer my calls.\u2019\u201d<\/p>\n\n\n\n

According to Marzia and Soghra, between April and June 2025, they visited the man\u2019s office several times, and each time they were confronted with his harassing behaviour. They have not felt able to go there again.<\/p>\n\n\n\n

Tarannom Saeedi, a women\u2019s rights activist, says economic dependency, and the Taliban\u2019s severe restrictions have left women exposed to exploitation. As well as causing physical and psychological harm, she says, this has destroyed women\u2019s trust in aid organisations. She calls for the creation of safe and independent mechanisms for aid distribution, staffed by women and without men as intermediaries.<\/p>\n\n\n\n

Laila is in no doubt about who\u2019s to blame.<\/p>\n\n\n\n

\u201cThe Taliban didn\u2019t just take the father of my children; they took my whole life,\u201d she says. \u201cWhen they took Kabul, I lost my job. For years, my children haven\u2019t had a full stomach. For a bite of bread, I\u2019ve had to endure insults and humiliation.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
