{"id":4977,"date":"2021-12-03T22:02:00","date_gmt":"2021-12-03T17:32:00","guid":{"rendered":"https:\/\/rukhshana.com\/?p=4977"},"modified":"2021-12-03T22:02:03","modified_gmt":"2021-12-03T17:32:03","slug":"the-talibans-first-decree-on-womens-rights-makes-no-mention-of-education-or-work","status":"publish","type":"post","link":"https:\/\/rukhshana.com\/en\/the-talibans-first-decree-on-womens-rights-makes-no-mention-of-education-or-work\/","title":{"rendered":"The Taliban\u2019s first decree on women\u2019s rights makes no mention of education or work"},"content":{"rendered":"\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>By Rukhshana Media&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taliban\u2019s mysterious leader, who is yet to be seen in public, issued the group\u2019s first decree on women&#8217;s rights on Friday &#8211; but there is no mention of education or work, the two areas where Afghan women and girls have faced the most restrictions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The six-point decree which was issued by Hibatullah Akhundzadathat, the group\u2019s leader since 2016, ordered the Taliban government to implement the rights of women mentioned in the decree.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAdult women\u2019s consent is necessary during Nekah\/marriage,\u201d the first decree reads, without clarifying what age constitutes adulthood according to the extremist group interpretation of Sharia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA woman is not a property, but a noble and free human being; no one can give her to anyone in exchange for a peace deal and or to end animosity,\u201d the decree\u2019s second point states, as published in English on the Twitter account of the Taliban\u2019s spokesman, Zabihullah Mujahid. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three points out of six specifically address a widow\u2019s rights to marriage, inheritance, and if they can receive a payment as \u201cMahar\u201d&#8217; from their new husbands.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last point of the decree addresses \u200b\u200bpolygamy and is particularly ambiguous. \u201cThose with multi marriages (more than one wife) are obliged to give rights to all women in accordance with sharia law and maintain justice between them,\u201d the last point reads, without naming the \u201crights\u201d the husband is obligated to \u201cgive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decree, which does not address women\u2019s rights to education and work, comes three months after the group banned almost all women from public employment and the majority of teenage girls from attending secondary schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the Taliban\u2019s lightning takeover of Afghanistan in mid-August, women in several provinces protested the group restrictions on women\u2019s rights, particularly to education and work.
